What is C-PACER?
The Commercial Property Assessed Clean Energy & Resiliency (C-PACER) program provides a financing mechanism for conservation improvements through a voluntary property assessment.
The C-PACER Program allows owners of commercial property to obtain
long-term financing from private capital providers for energy efficiency
and resiliency improvements. The property owner requests
(through their lender and EDGE) that the City of Memphis levy a
voluntary assessment on their property’s tax bill which is
collected and repaid to a capital provider for financing of eligible improvements.
1. Improvement projects exceeding $1 million, presenting a plan to expend at least 25% of costs with City of Memphis Certified MWBEs and achieving one or more of the following goals are eligible:
2. Decrease in energy consumption. 3. Production of clean, renewable energy. 4. Overall resiliency improvements in terms of wastewater reduction, flood mitigation and stormwater management, wind resistance, and energy storage.
C-Pacer in Tennessee Tennessee passed C-Pacer legislation in 2021, enabling counties to establish C-Pacer programs. This means property owners in participating counties can now take advantage of this
financing option to improve their buildings. While the program is still
relatively new in Tennessee, it offers a promising opportunity for
property managers to modernize their properties and reduce operating costs.
Shelby County officially adopted the C-Pacer program on September 21, 2022. This made Memphis the first city in Tennessee to offer the federal eco-friendly incentive for developers.
Pathway Lending: Pathway Lending has financed nearly 400 energy efficiency and renewable energy projects in TN since 2010. Most of those projects have been financed through the TN Energy Efficiency Loan Program
which offers low-cost, simple loans. Pathway Lending can also provide financing through
a CPACER structure in areas where it is available. These products combined with a general knowledge
of financing energy efficiency will help you get more projects done.
